They are charging $200 for 150 dollars of food a semester ($50 fee each semester). My daughter would prefer to go to the grocery store and prepare her own meals in her own apartment.

No, you don't have to purchase a meal plan if you live off campus. I live off campus of a private university and I don't have a meal plan but I know some people have a small meal plan who live off because they are on campus all day and don't have time to go home to eat so it makes it convenient for them. So it is totally up to the person if they want to purchase a meal plan if they live off campus.

I don't know, it really depends on the university. But from personal experience and other friends, I've never heard of this forced purchase of a meal plan. Try and contact the billings department and inquire about it.

Legally, the college's Catalog is the contract. When your daughter matriculated the college catalog that was current at that date is her legal contract. If it says in the official catalog that she has to have a meal plan, then she has to have one. She accepted the contract.
If she (not you, she is the contracted party) appeals to the university, then she might well get a break. But if they have a reason why they want students to do this, then she will have to do it.

Yes, they can. But if you want your daughter to get an exemption, don't be shy about asking. They love their money, but they fear angry parents.
