A dimmer switch works by 'chopping' each cycle, and this confuses the electronic ballast in the CF lamp, they sometimes dim, but usually damage the switch, lamp, or both. Better to fit Megaman DorS lamps, you can dim them with a normal dimmer or a normal light switch. (Dial or Switch). Also Philips Master PL Electronic Dimmable work with normal triac dimmer switches.

Fluorescent bulbs can be dimmed, but they must have the proper dimming ballast and controls for them. Installing a regular dimmer on fluorescent bulbs will cause the bulb not to operate and if it does happen to dim it, it won't last very long.
Dimming ballast and controls are not a cheap item.

generally rheostat dimmer switches use variable power to control the illumination of the lights. the fluorescent bulbs require full voltage.

because low energy lights are like a fluorescent tube and need a constant flow of power to keep them ignited, i think

They are not made to work at different power settings.

Same reason you dont use gas in a diesel engine.

Not the same outcome, but the same reason.
