Steven Harper ranked sixth in the same poll, but he's #1 in my mind.
Lots of people said Trudeau because he was the most famous in living history and lots of people don't pay attention to politics so they picked the most familiar name.

Trudeau, Mackenzie King, Wilfrid Laurier and the first, John A. Macdonald, usually are listed as the top four, although not always in that order. In my lifetime, Trudeau was easily the best.
Mulroney was the worst, and got out of town just before the fall so that poor Kim Campbell could get the electoral blame.
I wouldn't put Harper in the top half, but he hasn't been in office long enough to do much damage. Let's wait until he's out of office, or at least has served a full term, before we make that judgment. (Hopefully, he'll be maneuvered -- or however that word is spelled with Canada's British-style spelling -- into calling an election soon.)

Trudeau. After all, he was the first PM to run a deficit (we still have a national debt today because of the Trudeau years) and his economic policies greatly contributed to the high inflation and interest rates that plagued the country in the latter half of the 1970's. We have Mr. Trudeau to thank for the welfare state that Canada has become today.
His heavy handed federalism gave rise to both the separatist movement in Québec and the movement in western Canada to leave. Quite possibly because that type of heavy handed federalism is completely contrary to the principles outlined in the British-North America act that this country was founded on.
I could go on, but those are the two biggest reasons why he is by far the worst PM in our history.

Harper hasn't had time to demonstrate the full range of his awfulness. Certainly, Mulroney would be somewhere near the top for the title of "worst Prime Minister." I find it ironic that, a few years ago, he was voted the third-greatest Canadian. I guess he evokes strong feelings.

This question has to be based on actual solid grounds before anybody can answer them correctly.
An online poll asking such a question - Was it phrased as "Who do you think is the worst prime minister of Canada?"
Did it say- "based on........."? Performance?
Harper, the current one, is an enigma.

WOW what a tough question. Hard to tell, they're all clones.
Every election season the parties trot out the best hair-dos and each one of them makes a case for getting tough with the Americans.
The one who appears to be the most smug about the US wins. So, they are all pretty much the same as far as I'm concerned.
The Canadians need Americans to be arrogant so that they have something to be smug about.
