could you make me a cool outfit using these elements? I have a very small budget and need to get stuff that can be found or is similar at bargain stores like target or walmart. My fave colors are blue, brown, black, and red and white for pleated skirts.

I have very conservative tastes, so what I pick may not suit your fancy at all. But I would pick jeans, ballet flats if you're tall, and a button-up shirt. For a party look, a long skirt with boots and either a tunic or a funky shirt. Fish nets?? Those are tacky. Save 'em for the fishermen.....

I like girls in jeans. It makes them look more home town like and it generally does not appear to be they are trying too much but if you are looking to get this folks attention, this might not exactly be what you would like

I really do enjoy wearing long skirts once in a while. They are really actually more comfortable than Denim jeans rather than as hot to wear also.
