Why is it that everyone who asks questions about this on here mentions some person who has NO experience and is saying they want to do TV and movies!? News flash: Tv, movies, and broadway are things you MIGHT eventually get to after YEARS of acting and that's if your lucky. If the kid is only 11, what he needs to be focusing on is starting his career. And I say career because that is what he will need if he ever wants to get on TV. You can't go from nothing, to TV.
Now that that's out of the way, here's what he needs to do to get started. Begin with theater- if there are any local community theaters around, get into some plays with them. To get an agent, you need a resume (list of your experience), and for a resume, you need experience, obviously. So do as much theater as possible to gain credit for your resume as well as valuable experience as an actor. When he feels he has enough of this, which should be in a couple years, take the resume he has built, and apply to an agency.

If he's serious about it, then get into acting classes, vocal classes, piano, dance (or at least some type of movement class, like karate or fencing), get him used to modeling for photos etc. Then enroll him in summer theater camps. And also, get him with a company where he can do extra work in the summers.......that way he'll be able to feel it out to make sure it's what he truly wants to do.
Once he's doing good and is ready, get him an agent to send him out on auditions.

even if he doesn't WANT to do broadway type stuff, he still needs to learn HOW to do them and develop the skills for them. EVERY actor acts, sings and dances.

even if he has experience, he should get MORE by taking acting classes and possibly get a voice coach to extend his range and learn how to project his voice. he can also audition for parts in mulitiple plays in community theater. once he learns what is necessary to hold up a good performance, he can invite an agent or talent person (sorry, forgot what its called) to one of his plays. if the agent likes his preformance, he may get a chance to try out for something bigger.
remember, start small and gradually go into bigger things. lots of hard work and perseverance is needed. itll be extremely and unbelievably hard for him to enter into the performing arts (like hollywood). it is for everyone, but he has to make sure he won't give up or be let down to easily if he doesn't make it the first couple times.

If there is a University close to where you live, someone should call the school, ask for the theater department and ask for recommendations for acting teachers in the general vicinity of where you live.
