You mean Mateus? Ok, I had trouble with that boss too, but 'i'll explain.
Start by casting Reflect on youself. Then those Blizzarda's wont hit you. Then spam Thundera and if the caster who did thundera has reflect on himself, it won't backfire. ( Mateus has reflect casted on him, too. )
Once his minions are defeated, keep attacking Mateus. Heal when needed.
If Mateus has low health, you can use a quickening chain to finish him off, or, just keep attacking him.

Are you talking about Negalmuur? I remember that he sometimes spawns in the Ward of the Sword King. he is a rare game, leveled 31, with over 18,000 HP. If you can't defeat him, zone out 2 zones and come back. Or just run. He is a rare game, so he doesn't show up that often. He's pretty tough depending on your levels. He showed up for me too (when I was too low leveled to beat him), and I just ran. Later, when I wanted him to spawn, he was nowhere to be found!
Or are you talking about Vinuskar? He adds a magnetic field, so make sure no party members are wearing heavy armor. (they will go extremely slow!) You may want to chain some quickenings when his life bar is less than 50%. He is level 27, with 15,138 HP.
Or Mateus? The above poster gave a good description for defeating him. You'll have to be more specific, and tell us the name of the monster.

You've gotten alot further than I have. I just got past the part where you have to make your way through Ozmone Plain and meet the Garif tribe and now I'm building up to make my way through the jungle to Mt. Bur-Omisace.
I have the FF12 guide book, but I only use it when I get stuck. I like to figure things out myself and explore, if you play by the book it isn't much fun and you miss out on a lot of details. From what I can tell I'm not that far behind you. I can give you what the guide book says, but you didn't specify which monster you couldn't beat. There are 2 main bosses in the area Vinuskar and Mateus, I'm assuming it got to be one of them.
VINUSKAR (First Boss, Level: 27, HP: 15138, XP: 0, LP: 19)
STEAL: Knot of Rust, Thief's Cuffs, or Damascus Steel
STATUS ATTACKS: The book say he uses Slow, so you should have the Haste spell from the merchants at Mt. Bur-Omisace. Vinaskar also uses other status effects, but the book doesn't specify which ones, it just says "make sure your status-healing gambits are in good shape, because Vinuskar will toss other spells at the party as well." So, it sounds like he might use Blind, Poison, Silence, Sleep, etc. like a few of the tougher monsters do, so set up your gambits with items to protect against these. Using an item is quicker than an Esuna spell and you'll want to reserve your MP so you can use your Quickenings.
MAGNETIC FIELD: The book says that the boss generates a magnetic field that slows characters in metal armor which is made when he uses the Slow spell. The book suggest equiping armor from the Light or Mystic groups to avoid the effects of the magnetic field. If you don't have enough light/mystic armor with strong protective values for the entire party, then they suggest equipin gat leat half the group and use them as the first group to wear down Vinuskar. When the boss gets weak enough, go ahead and swap in the metal clad characters and they should be able to finish him off even if they are slowed.
SPECIAL ATTACK: Vinuskar has an attack called Sword Dance that hits hard and hits all, so if he starts preparing it get ready. I'd quickley tap commands so that every character's next action is to use a Hi-Potion, X-Potion, Cure, or Cura... then with any luck they can pull it off to keep their health up before and/or after Vinuskar completes his Sword Dance attack.
MAGIC: There are no magic spells listed that Vinuskar is weak against or that he can absorb (get healed by) so elemental attacks are roughly the same, but you might want to forget them. Supposedly weapons are more effective and you'll want to save MP for Quickenings instead of wasting them on normal spells.
Basically acording to the book you can beat him by starting the fight with character's in light/mystic armor, (try to steal his item, but only if you want a shot at the Damascus Steel or Thief's Cuffs), then try to get the three of them to generate a good Quickening chain, after that have them attack with weapons until either Vinuska gets weaker (HP at about 50%) or the group starts getting beat. At this point start swaping in the other characters and once all three of the other characters are in (and the original group is now the reserve) have the second group try to get in another good Quickening chain and then go on the attack and finally finish him off.
Okay so that's Vinuskar. I don't know how you've leveled up your characters, but I've kept it so that each of them have the same number of quickenings available that way no matter which three I have in the lead group I can always pull of a Quickening chain and then a second chain with the second group. If only a few of your character's have quickenings I'd have them in the second group. In the first group I'd have any characters with Quickenings fire them off then use the rest of the MP for healing while they tried to beat Vinuskar down to the point where the second group can come in and finish him off with a full Quickening chain.
SAVE YOUR GAME AS SOON AS YOU BEAT HIM!!!
Then you have to make your way to get past the next monster... before you go any further make sure everyone can use Thunder and Thundara magic and is equiped with an Ice Shields, along with Storm Spears or Storm Staves* supposedly you can buy these at Mt. Bur-Omisace.
*Storm Staff's don't have lightning-based damage when they hit, but if your magic-heavy characters can't equip a Storm Spear, but can equip a Storm Staff it will boost Thunder and Thudara spells by +50% when they cast them.
The fight with Mateus involves a lot of Ice-based attacks and the Ice Shields reduce Ice-based damage by 50% which will help in the fight. Thunder and Thundara are the most effective spells other that using a Quickening, and lighting-based weapons are more effective. The book suggest setting your gambits so that your characters will cast Cura when any ally has 40% or less HP remaining and this should keep your HP high enough to survive while expending MP at a decent rate where you can still cast other spells.
MATEUS (Level: 30, HP: 34259, XP: 0, LP: 27)
STEAL: Pisces Gem, Ether, High Arcana
REFLECT: Mateus cast reflect on himself so avoid using attack magic on him while it is up.
MINIONS: Mateus has 6 Ice Azers that help him out, KILL THEM FIRST. Supposedly they are weak against lightning so hit them with Thunder and Thundara, but make sure that Mateus is one of the targets when his Reflect spell is up or it will bounce it back at you.
ELEMENTAL ATTACKS: Mateus supposedly doesn't hit very hard physically and his most powerful attack is Bizzaja. The Ice Shields should help alot with this. Mateus is supposedly weak against lightning so Thunder and Thundara will be pretty effective when he doesn't have his Reflect spell up. The best thing would be to attack him physically with Storm Spears so you don't have to worry about timing spells so they don't bounce back at you. If you had Rubber Suits you wouldn't have to worry, but supposedly they are available only in Balfonheim which is later in the story and I don't know if you can visit there before that part in the story.
SAP: Mateus uses Sap to drain HP so have Regen or Esuna ready to use either manually or as a gambit.
QUICKENINGS: The book suggest hitting the Ice Azers with a Quickening chain so soften them up, but that's your call. If it were me I'd save Quickenings for Mateus, but if the Ice Azers are a lot tougher because of lower character levels, I'd go ahead and burn off a low-level Quickening chain, and save MP so that I can still use a Quickening chain against Mateus and cast other spells.
ON THE RUN: The book suggest to keep moving during the entire fight, keeping your distance as actions charge, then close in and stop just long enough to attack or cast. Staying on the move keeps the characters a bit more spread out so that attacks like White Breath and Blizzaga hit only one or two characters at a time, plus their MP gauge will recharge while moving so that they can keep casting.
