As people have said, the answer is no.
What really scares me, though, is you're saying you want to use police resources to get information about "someone that you are curious about." Personally, I'd rather the police spend their time rounding up people who have committed crimes, plus preventing future crimes.
If you want information about someone, don't make the public pay for it. Hire a licensed private investigator. You'll find that, when you're footing the bill, rather than sticking it to all of us in the public, you'll be less curious about people.

No...most police departments forbid officers to run checks for any other purpose than for a case or a background on a suspect. Unless it's for "law enforcement", no. And certainly not for a citizen's curiosity alone. A private investigator, however, could probably find out about someone for you - whatever's in public records, or check with their neighbors, exes, former employers, etc. PI's make real money running background checks on potential boyfriends, 'who's my daughter dating' type inquiries, and for employment screening sometimes if there's some serious gaps in a job resume or some suspicion that the applicant is stone lying about where they've worked or lived prior.

Unethical, and illegal. Background checks can ONLY be done for the explicit purposes determined by the legal system, not just out of curiosity.

when i was working for the sheriff's department i use to do it. but now there are more regulations and tracking on it.
It can be done but at risk to the officer.
I still call in from time to time and get info from dispatch people who i know.

as people said no u cant.. and its illegal... but if say had a contact in the justice system u mght be about to.... but if dont, like most of us do, u can google them and the like... should really want to know... and u can ask around about them.. at their job, ask thier freinds and family adn people they interact with
