This is how I learned to solve math percentage problems (and I am definitely NOT a math person). My teacher in school told me to break down the sentence and assign math symbols to each of the parts of the question, like so:
percentage = x/100 (because anytime we are talking percentage, it's always some quantity over a 100 since 100 is the whole).
of = times or x (this is where multiplication comes in)
70 = 70
is = equals or = (the "is" part is where you will have your equality)
5 = 5
We put it together and get x/100 times 70 = 5 which is the same as saying 70x/100 = 5
Multiply both sides by 100 to get 70x = 500
Divide both sides by 70 to get x = 7.14
I've used this formula all my life for percentages and its never failed me. I don't think this is the best method but it's the one that works for me. Hope it helps you.

Divide 5 by 70 and multiply the result by 100. Or better still, first mutiply by 100 and divide by 70.
500 / 70 = 7.142...
So, let us say 7.14 percent
