In the last four days or so, we've lost 9 fish, 12 in the past week. They all had their tails bitten off. It's a relatively new tank, and by process of elimination the only fish that could be killing the others is a neon tetra. I'm down to the one neon tetra and two guppies (who were added after the carnage started). He's killed four feeders (which we put in first to test the waters, so to speak), three zebra danios, a small fantail goldfish, and four other neon tetras.

The only other explanation I can think if is the ghost of our old Convict Cichlid - he used to bite the fins off of feeder fish and let them drift. But I don't necessarily believe in ghosts, lol.

What the heck is going on?

Neons can get aggressive, but usually can't cause the type of damage you are describing. I would first eliminate the possibility of ammonia or fin rot before blaming a neon.

Neons are some of the most timid fish out there. They will attempt to defend themselves, but being so small, their only real defense is hiding, fast.

They sometimes get agressive, but very rarely. It's probably fin/tail rot. Try adding fin rot medication to the water and see if the "fin biting" stops.
