It depends on many factors. In the 'hood, the people know that most of the charges are trumped up just so the arresting officer can pretend to be doing a god job.

In other cases, the people may actually disagree with the law. Anthony Bourdain, for example, does not call the Migra on the illegals in the kitchen because he wants to serve dinner to his paying guests.

Rarely--very very rarely--the people are intimidated by the criminals. The only time I have seen this happen was when the police precinct (New York's 7-7) was in cahoots with the bad guys.

Police tend to be rude to people in many scenarios. The fact is that police can be corrupt to and use their badge for their own purpose. They think the badge gives them power, but they only get the power any person is willing to give . . up to the point of police brutality . . in that case, the power is in the video camera.

I think your statement is too broad in saying "most," but for those who don't "cooperate," we Americans have Fourth and Fifth Amendment rights to refuse searches and interviews by police in many situations. Why let a police officer interrogate or search you if he/she doesn't have a good reason?

Over time cops have received a bad rap. From media and other outlets, they get bashed on for the few mistakes and never the good they do. Then again, when does media ever portray anything "good" these days.

It's funny, when you don't need them you don't want them around but as soon as your lifes in danger or things are stolen from your home, you want them there ASAP.

they just do not want to get involved == have you ever had to go to court and be a witness == some can not afford to loose the time off from work.

They may be afraid of revenge from criminals.
