They are both relief pitchers but the closer is the relief pitcher that finishes the game and gets the save if his team wins.

Both the closer and relief pitchers come out of the bullpen and take over the game for the starting pitchers once they get too tired or ineffective during the game. There are actually different types of relief pitchers besides the closer as well.
There are long relievers who usually come in and are expected to pitch 3 or more innings when the starting pitcher ends up getting pulled from the game early (around the 5th inning or sooner). they are pretty much just on the mound to get some outs and leave less work for the better pitchers in the bullpen during games where their team is way behind on the scoreboard,
middle relievers usually pitch one or two innings at the most (around the 6th or 7th inning or so),
short relievers usually don't pitch more than one inning and often times are brought in to face certain batters (left handed pitcher will come in to face a left handed batter and then get replaced right after that)
the setup man is the second best pitcher in the bullpen and his job is to basically split up the remaining outs so that the closer shouldn't have to work as hard to save a game,
the closer is usually the best pitcher in the bullpen and it is his job to come into the game when the game is on the line in the final inning to get the last few outs. the final three outs of a baseball game are the hardest ones to get for some pitchers because of the pressure that is involved. the closers are the guys that have proven that they can pitch through the pressure and get the final outs when the other team has a chance to still win the game with a hit or two.

A closing pitcher usually comes in thee 9th inning to close the game by shutting down the opposing team the closer will get a save. A relief pitcher is a pitcher that will come after a starting pitcher is worn down and losing his stuff. A relief pitcher is like a bridge from the starting pitcher to the closer.

Relief pitcher pitch like 2-3 inning after the starting pitcher is done while the Closing pitcher pitch like 1 inning or just for 1 or 2 outs

A relief pitcher 'relieves' a starting pitcher of his work then passes his job onto the closer who 'closes' the game.
Technically, they're both relief pitchers.

A Relief pitcher is the pitcher who comes in immediately after the starting pitcher is taken out. He can be eligible for a win. A closer goes in after the relief pitcher and is eligible for a save.

Starters have to go 6-7 innings while relief pitchers only have to go about 1 or maybe 2 innings. Besides that there isn't much of a differencein anything. Speed could be harder for relief pitchers (Aroldis Chapman of the reds threw a 105mph fastball) but there are hard throwing starters such as Stephen Strasburg or David Price

Relief Pitchers are pitchers you can depend on for atleast 3 innings. While a closer you depend on for a great 1 inning with no runs and no hits.

A closer comes in to close the game usually the 9th, later if it goes to extra innings. A reliever comes in after the starter but before the closer.

Frizzer is right the closer is a relief pitcher too, but they are called closers.
