I'd like to say John Cena. He is one of the worst ever, but don't forget that David Arquette was WCW World Champion. So, I would have to go with Arquette as the worst World Champion ever. If you mean any champion, I'll go with Harvey Wimpleman, the only man ever to hold the Women's championship.

Has to be Khali.
Followed by Vince then by Rey Mysterio. Don't get me wrong I like Rey and glad he's coming back, but it just didn't look right him being the World Heavyweight Champion.
