The rules in the UK are :- If a meter is fitted then it cannot be "unfitted" so you are lumbered with it. Water is a commodity like gas or oil , so it makes sense that you are more likely to be careful with your use of water.

Water meters are for the billing of water used. Cost effective only applies to the water company. Most have a minimum fee for the billing period and a set amount of water that is included in that fee. Where I live, you get 2000 gallons of water per month for around $18. When I lived in Ohio, I got 2000 cubic feet (2000 x 7.5) for just a little more every 3 months. Kicker in Ohio was that the sewer cost was also charged by water usage and where I am now, I have a septic tank.

If your purchasing water from your municipality (or water authority or whatever you have), then a meter would be mandatory. There would be no other way to determine how much water your using. Also, they use the water meter to load your discharge demand to the sewer.
If you were on a private well, then the meter could be used to determine your sewer bill. But most people on a private well would also discharge into a private septic system. In that case, ther is no use for the meter.
