trucks fuel pump noise?

Question

i have a 2000 chevy s-10 pickup.i hear i noise whenever the engines on, coming from inside the gas tank.sounds like a pump thats always on.noise sounds like a car intenna going up are down but its inside the gas tank.also ran out of gas yesturday and since then the engines rpms go up for no reason.is there a problem are is the pump inside the tank going bad?? the gas gauge isnt working either always on full are emty.

If the pump is alot louder than usual, I would think about getting a new one from chev before it leaves you stranded. And yes it runs constantly when engine is running.
