IF IT DOES SPIN THE STARTER, IT'S EITHER THE FUEL LINES OR THE FUEL PUMP.

Sounds as though alarm/immobiliser may have been activated. If the car has been standing for a time, the onboard computer, clock etc can run the battery down. When you recharged the battery did you disconnect a battery terminal or charge it through the separate positive and negative points fitted to some bmw's? If you disconnected a terminal the immobiliser may detect the break in circuit as an attempt to steal the car and immobilise it. If the battery was dead at the time and your alarm/immobiliser is not of the type with a separate battery supply, the alarm wouldn't sound (no current!) but there may have been enough juice to trip the immobiliser. If it's a standard BMW alarm/immobiliser I think they can be reset. Ask your friendly BMW service section or phone a car alarm specialist for advice. It is the flashing headlights that suggest an alarmed state because thats what happens (plus the horn or separate alarm chime) if it goes off. Hope this helps!

A few possible areas to look at:

1. Bad EWS.
Try using a spare key... if that works, your main key's transpondr may be dead.

2. Bad starter.
Solenoid may engage (click sound), but doesn't turn (dead motor).

3. Battery power not getting to starter.
I know you said the battery is new, but are the connections good? When installing the new battery, it is possible that deposits on the clamps are preventing good contact. Try turning on headlamps, fan blower...etc to see if there's ample electric power.

It looks like,You have not reset your alarm system after changing your battery.Check that first and car shud start.if not.
Next.
Check whether your terminals are fitted right.
the terminals are not tight enough.Check if you have left out a wire or two without fitting to the terminals.
The cable to starter could be loose.,The starter solenoid socket could be out from its place.
This must be your problems after changing your battery.
on your ignition and reset the system.Press the reset button for 5 seconds if there is one .Otherwise your ignition on will reset.
Now try to start your car.
