The type of fish and your current water conditions would be very, very helpful in answering your question. However, this does sound like an advanced stange of fin rot or possibly another bacterial disease.

How big is the tank? It sounds like a problem with water condition. You can still save them if you get them in good water if this is the case.

What size tank is it? How many black moors do you have? Is the tank cycled? Have you checked your ammonia and nitrates lately?
