This has been bugging me...When Kreacher was telling his story about how he went with Regulus into the cave with the locket horcrux, he said Regulus drank the potion (before, when Kreacher and Voldemort went into the cave, Kreacher mentioned that Voldemort put more potion into the bowl holding the locket), but Kreacher didn't have extra potion to but back in the bowl. How is it then, in book 6, there is potion in the bowl for Dumbledore to drink?

After placing the locket into the bowl, Voldemort refilled it so that the locket was immediately hidden. He wouldn't have wanted it left exposed for any length of time while the being who knew what was in the potion (Kreacher) still lived.
I believe that Voldemort had created the potion but had not yet put all the special spells on the cave. The replinishing spell must have been one of the last spells put on the potion. He would have wanted the potion to remain gone until he had placed the locket into the bowl.
In other words, with Voldemort on the island, Voldemort himself refilled the potion and set the replinishing spell. But once the replinishing spell was set, there was no need for others to refill the bowl. It happened magically.

You caught it!!!
Didn't think about that, but you are right. Either Kreacher did not mention replacing the potion or J. K. Rowling goofed.
There are other errors. Although J. K. mentioned the Trace on Arthur Weasley, she never disposed of it. That could have been done at Bill's house with a couple of lines of conversation, but she forgot.
These things happen and it's one of the reasons that authors go back and revise several times before the publisher gets the book. Unfortunately, pressure was on to deliver and that step got skipped.

The book never says that Kreacher and Regulus didn't refill the bowl. I just assumed that they had put more poition into the bowl and it was a detail omitted by the author because she assumed readers would realize that Kreacher and Regulus refilled the bowl.

The bowl magically refills itself once the locket is put in or taken out.

Its a mistake. Just like in the second book when Harry and Ron took the Polyjuice potion they had to change their voices themselves. In the last book their voice automatically changed.

Through the same clumsy and glaring gaps in the story that had Neville produce the sword of Gryffindor even though prior to that it was firmly back in the hands of the goblins. Anyone care to explain how he got hold of it in the heat of the battle?

i always assumed that the bowl refilled itself....however, it was filled with a clear liquid when V got checked it in DH...so, perhaps, it refills only to protect that specific locket???
al i can say is, Rowling is lucky to have written so many books about magic, b/c i'm SURE there are inconsistencies, although not many, from what i've noticed, however, if there are...like perhaps the one you found...she can simply explain it away with ....MAGIC!!
