i don't know! but i asked my friends this and no one knows! It does make sense though..maybe because it doesn't flow as well as the word "eleven"

10 would be pronounced onety
12 would be pronounced onety-two
13 would be pronounced onety-three
14 would be pronounced onety-four
15 would be pronounced onety-five
16 would be pronounced onety-six
17 would be pronounced onety-seven
18 would be pronounced onety-eight
19 would be pronounced onety-nine
And they sound funny, so i guess that's how whatever idiot who invented the system had it.

Probably for the same reason 21 and 31 aren't pronounced twoty-one and threety-one.
