The same thing happened to me around that age. I have dirty blond hair, but my "peach fuzz" was more on the brown side, so it looked like I had a dirty lip. My friends started making jokes like, "Oh Luke's getting a mustache" and whatever. It was kind of cool at first, but then I got tired of it.
So one day, Gillette sent us this free razor and shaving cream in a box that said happy 18th birthday; imagine my luck! So by the time I was 13, I had started shaving it off whenever it became visible. At first it was only once a month or longer, but now it's more like every 2-3 weeks. (I'm 13 1/2 btw) So if I were you, I'd just buy him a good razor (I use Gillette Fusion) and tell him he can use it whenever he thinks he needs to.
Good luck. :-)

It doesn't matter when we started shaving -- different boys develop at different rates.

Let HIM make the decision of when to shave and how often -- it's HIS face, and he's the one who will get teased if it looks bad. And shaving does NOT make it come in darker or thicker -- that's a myth.

Ok now Why would you want him to shave when hes only 12.5yrs old?...then he'll end up being real hairy when he gets older cuz the hair on a guys face only comes back faster and thicker once you shave it off and it'll just continue to do that evertime he shaves it off of his face.

Yeah, it's ok to let him shave. Why wouldn't it be? I'm 15 and I shave everyday.

It doesn't matter. Same answer: If he needs to shave to look neat, it doesn't matter if he's 8 or 18.
