Why don't we just say stop crime.

Stop black on blac violence means black people should only perpetrate crime against other races mainly white as reparations for perceived injustices.

Exactly "stop killing are own kind" and start killing others.

"black on black crime" means crimes by black people on black people

Apparently some people are in denial about volume of different crimes, so in addition to generic "stop crime" there are focus efforts against various kinds of crimes:

"white collar"
"hate crimes"
I could make a list

I think we are better off, to a degree, having different law enforcement efforts focused on different areas like
"drug enforcement"
"identity theft"
"illegal immigrants"
"shop lifting"
etc.
This is because each area requires some speciality of training, and a beaurocracy or command structure functions more effectively if they have a narrow efficient scope of operations.

However, at the funding level, when we have different agencies competing with each other for limited funds, we get a rivalry that is not in the best interests of the overall mission. So for a variety of funding and turf reasons, the different law enforcement efforts can sometimes be working at cross-purposes, instead of cooperation.
