It means that it is sync'ing with the computer or transferring files back and forth with the computer. Either it is updating the computer or vice versa. If you disconnected it at that point you could mess up your I-pod or your computer. Since it is transferring those files back and forth, stopping it in the middle could mess up those files.

It means its syncing/charging. Apple designs their products to ensure no lost files when you disconnect external add-ons. To do this means that just like when you have a CD or DVD in a drive you have to eject the iPod before you disconnect the USB plug from the computer (on Windows computers there's a icon that says safely remove hardware). This ensures that all your files have been transferred safely and are "closed" prior to your disconnecting the hardware.
