First, wash them in hot water, then once the washer is full of hot water, add in some fabric softener and turn OFF the machine. Let it stand like that for a few HOURS. Then turn it on and finish the whole cycle. '
When you put them in the dryer, add a tennis ball! This will beat up the sheets and really help soften them.
If all else fails to your liking, you can soak them in bleach water for while, but only white sheets. Never soak anything in straight bleach, it will eat a hole in it.

New sheets are scratchy because of the dye and sizing used in production. The higher the thread count the more stiff they are initially, but ultimately softer after Repeated washing (4-6 times)
I love my 660 Egyptian cotton sheets (overstock.com, queen size $60). Took 5 washings to get them soft.

Thread count has a lot to do with how soft your sheets are going to be. I could be wrong, but I think fabric softener works best on cotton sheets... not polyester.
You'd want at least 300 count sheets if you want them soft. Well, in my opinion. Sorry that I couldn't help much here =/

Wash them in the longest cycle your machine has, 2 or 3 more times & add your fabric softener in the end of the last cycle.

There's not much else you can do if you've already tried fabric softener. When purchasing sheets, try to get the highest thread count you can afford to ensure that your sheets will be soft and comfortable.

Did you use the fabric Softner (Downey) in the rinse cycle? Put about a cup in the rinse cycle. That softens up my sheets.

Scratchy and stiff sheets aren't horrible. All of my sheets are scratchy and stiff. You're horrible!
