That is a tough thing to do unless you are a trained professional and have exactly the right equipment to handle the job. Net sampling from a boat or a seine or cast net can give your remarkably reliable count and size estimates. These methods are used in the majority of fisheries operations to count enclosed waterways such as races and ponds. Electro-fishing is usually only used in very large bodies of water where fosh will reproduce readily and without control and where harvesting by fisherman is an issue. Bodies of water such as public lakes and impoundments. I would suggest you investigate net sampling.

instead of shocking the tank get a bunch of bowls and fill them with water then start going fishing with the net and get a count and if you dont have enough bowls then put two in each one...its a lot better than shocking them and killing them....

i havent heard of roach or tench but what i do is try different bait. whatever i catch, catch a cricket, throw it out as bait. same with a spider/roach/worm. try fly fishing. try stink bait or live minnows. see whats out thier buy throwing food that any fish might eat. try a lizard or a frog... get the big ones out. try some stinky *** sardine guts or something. or dog kibbles!

u wont need to shock them.
while it may not kill them it will stunn them which isnt good.
to count, drain the pond and use large pond nets to drag across the bottom nd move the fish to a small area and you can count them.

Crank them up with an old hand crank telephone. or just throw some jumper cables in the water and hook them to a well charged car battery. And no it won't kill them.
