Try a bank. They often have employees or officers who will notarize for free when a bank customer asks for that service.

Are you sure it has to be a notary? Most documents can be certified by a commissioner for oaths (any solicitor or barrister) and most solicitors charge £5 to certify a document. However, for certain purposes, particularly foreign embassies, etc, a Notary is necessary. Notaries are lawyers who have undergone further training. I would think that £45 was, in fact, very reasonable!
Note that no bank has a notary who will do this. Many companies will accept a document "verified" by a bank official, but this is not the same thing,

Believe me if I could find a cheap notary I would give you their number, In my experience non are cheap, like you say the fco charge £27 per document for the apostille, it's the notary that charges over the odds.

£45 plus VAT is good value. The best I know is Notary Express:

£40 for a certified document for the UK
£60 for a certified document with notarial certificate for any country
They DON'T charge VAT, they're open 7 days a week and can often see clients same day!
