Fall or Winter is best. I'm less worried about bleeding with oaks, and more worried about the transmission of diseases. Oak wilt and other diseases have no cure, and are moved from cut to cut. But when the plant is dormant, the disease doesn't travel.

Try to have your tools sterilized before and after the pruning.

Fall, after leaves fall.
Sap has gone down to the roots for winter.
Trimming at any time when sap is rising, as Spring, or while the tree is in leaf will allow the tree to "bleed", inviting insects.
