Brazil, specifically Rio. Trust me, I've been to 30 countries and never seen so many great looking women as I saw there. Honorable Mentions would be Holland, Italy, France, Thailand and the Philippines.
UPDATE: Venezuela and Colombia look good on TV, though I've never been to either.

Well there really is no fact to this, it all comes down to personal taste really.
I personally think that the most beautiful and attractive women are black women from Africa and the Caribbean, and Latino women i like alot aswell and i also like East Indian women to.
European countries such as Italy Greece Spain Portugal Ireland England and Russia also have alot of nice looking women to.
But really it all comes down to personal taste and which types of women you find most attractive.

per capita or total - also depends a lot on your standards for what is beautiful and what is not.
In some places the standard is still, "Can she pull the plow in case the horse gets sick".
The standard you should probably use is how discriminating the women are with reference to the men they will go out with.

Indian. They have sharp features and a natural tanned color. The beauty is just not skin deep. They are loving, have family values, their hospitality surpasses any others, helpful and understanding. In brief they are beautiful outside and within too.

There is no way for me to choose. No matter where I go I try to have sex with the indiginous people. I think they're all beautiful! With that attitude you can't go wrong wherever you end up.

Any latin american country, like brazil, venezuela, mexico or colombia but all of the other latin countries have beautiful women as well
