No, an alcoholic is a person who has a reliance on alcohol in the same way that a drug addict has a reliance on drugs or a smoker on cigarettes. Most alcoholics don't get falling down drunk, they just need a little often to maintain their disposition. I have known several and you wouldn't know they had been drinking unless you caught their breath.

Alcoholism is a disease. Alcoholics do have hangovers. It is a disease in which he/she is addicted to alcohol and cannot stop, and cannot control how much they drink.
