I think it's because they are "fixing" the problem! LOL Getting rid of the bullets so they're aren't any surprises later on! They don't the little puppies. But technically, they are breaking. Boy that is a mind boggiler!

Probably because the behaviour of the dog was a problem before and by "fixing", the problem is gone.

Fixed by definition means secure and not subject to change. When they say "getting fixed" it refers to not being able to change, such as they changes that occur during sexual activities or procreation. It doesn't refer to the "broken=fixed" analogy.
