First of all, the USSR was on it's last limb anyway,
Reagan could hardly be rewarded with 'bringing down' something already wounded and dying.
And public emotion and feeling about him has nothing to do with what was really going on, which most of the brainwashed masses I'm assuming you are all part of, knew nothing about.

one, we had different priorities, Islamic fundementalists were small potatoes compared to the Red Army, we could not afford to get embroiled in war. Reagan defeated the Soviet Union, all previous presidents saved it repedately with below market price grain deals and economic aid, Reagan did what was best for the country, he stood firm even when Gorbachav offered an 'end to nuclear weapons' and now; no Soviet Union.
