It's probably brass. Use a brass cleaner/polish. A toothbrush will work well in getting into the crevices with the cleaner

Assuming in most cases a Brass or Bronze alloy, start there with appropriate cleaners, a tooth brush, and cloth.
Certainly if the piece is antique you should probably check caustic properties of any cleaner you use, but please don't use Abrasive cleansers, or those that might "etch" the surfaces in question.
In all likelyhood it's Dirt/ residue/ even patina buildup, and isn't so impossible to restore to some level of original.

Brillo soap pads, made of steel-wool great for that type of project. Finish with metal polish when dry

What type of metal are they? If they are brass, copper, or pewter I recommend BRASSO. If they are cast iron, I'm not sure if BRASSO will work with them. You might want to try and inconspicuous spot.
