the U.S. is clearly a buildup to an out right war with Iran, and the U.S. plans on using Egypt, Saudi Arabia and Israel as the bases of operation in the upcoming U.S./Iranian war?...Somebody please tell me I am wrong.

The 13 billion is a annual cost that Carter parlayed into the peace agreement. They have been recieving that for a while, that is why we always get Egypt to start all peace agreements. We always give Israel money for arms, they are getting ready to eradicate Hezbollah once and for all. (VERY SOON).
As for Iran, they will get their cumupance very soon, we are playing a game of chicken and waiting for them to strike first, then we will unleash shock and awe. These are very tense times.
As to say your wrong, we will only use bases in Israel.

No, this has nothing to do with Iran.
The United States already has bases in Iraq and Afghanistan.
Why on earth would it use Egypt and Israel to attack Iran? They are much farther away.
The answer to why the US is doing these arm deals is much simpler.
Its called money. The United States is competing with Russia to be the Middle East arms dealer.
