I bet they would if more people would volunteer.

Yes, especially in areas where highways become very littered with trash. Whoever is assigned to that highway cleans it up occasionally, and yes, you can see a difference until it gets all littered up again, but hey, then the people in charge of it can go out again, after all, they volunteered for it.

It can; it depends on the diligence of the volunteers and/or program.

Sadly people who are serving hours to meet a certain number of hours for a community service prescription, 8 hours at a time, as prescribed by any Court system, will never be as effective as a good 8th grade teacher that teaches her class good social values by asking her students to volunteer for 4 hours on a Saturday for the sake of bettering their community.

You would be surprised how much a dozen 8th graders that are psyched up to want to have a better future for everyone can be.
