well after the devastation of the first World War, the British, the French and most of Europe wanted to avoid another war in their lifetime. remember nothing like a World War had ever been seen before in history and many of the powers of the day wanted to avoid the devastation. the were still many veterans who had returned from the war with severe injury and emotional traumas. this would be the time the term "shell shocked" would first be used. also remember that the WW1 was the first major conflict that would use chemical weapons (mustard gas), as well as the first time you would see wide spread use of automatic weapons. (although there were automatic weapons available during the US civil war they were not widely used.)
plus they were still suffering from the effects of the depression. they didn't believe they could afford the consequences of a war. ironically it was the war that lifted them out of the depression.
there was also the problem that many people believed that Germany got an unfair deal after WW1. this led some to be sympathetic to some of Germany's claims. people were convinced that if they gave Hitler a little bit, they could spare themselves a war. however, it eventually became clear that nothing would quell Hitlers thirst.

Before I answer this question, I must call to your attention the terrible answers you have received from the following contributors: EDDTAM2: There were no military experts in England during the 1930s that predicted anything. MTH83VT: British troops are among the best a the bravest in the world. BRAINSTROM: Britain did not loose "millions of men in WWI" I seem to remember that Britain challenged Hitlers expansion into the Czech Republic and the Danzig Corridor. Only one member of the Royal Family uttered support for Hitlers adventurism: the abdicated King Edward. IULIUS C: Where did you get the info for your answer-outdated Cliffs Notes? HISTORY BUFF: the Russians did not enter the war until June 1941 when the Germans invaded them "so quickly" The war started in September 1939. Read a history book.
Now for the answer to your question. In the 1930s, Great Britain was suffering the ills of the Great Depression as was most of the industrialized world. Germany had bet its' financial future to rebuild its facotories and, thus, produce a war machine that only war could pay for. England was a land locked country with few natural resources. Its' navy, which had been its' strongest deterrent to war was outdated and undermanned. But most important of all, Great Britain knew that the sympathy for war was not present among the American people. During the middle and late 1930s, most Americans were isolationists who wanted nothing to do with a war in Eurpoe. Great Britain knew that if war with Germany broke out, that they would stand alone.

Britain had lost millions of men in WW1 and had finished with huge debts and mass unemployment
Hitler had managed to improve a similar situation in Germany by a program of public works and re-arming financed by future debt.
The British government realised by the middle of the 1930s that Germany was much stronger in all armed forces except perhaps the navy and avoided confronting Hitlers expansion in Europe.
Also a lot of the British establishment including many members of the royal family supported Hitler's opposition to communism.
By 1939 Britain had improved its armed forces and felt it had to oppose Hitler's invasion of Poland with whom it had a treaty.

British losses were truly huge during World War I, and many thought bargaining away Austria and Czechoslovakia was appropriate if that would prevent war.
Neville Chamberlain mistakenly believed Hitler could be appeased, and Mussolini's depredations in Ethiopia did not seem worth the kind of losses Britain had suffered less than one generation earlier.
Edit: The United Kingdom is the exact opposite of "landlocked," as it is completely surrounded by the sea. ("Landlocked" is defined as surrounded, or nearly surrounded, by land.)

COMMERCE, even though it is not highly known, England was a trading partner in Germany. Another, perhaps just as interesting question is why did the Russians jump so quickly into war with the Germans, when the two powers were trading arms until almost 1938.

World War 1 was still heavily influenced the thinking of many people, including the leaders. The death and destruction was horrible, wiping out or maiming almost an entire generation of young men. the problem is many in today's society can no longer understand such horrors of war. Imagine an entire generation killed or wounded, would you be willing to go so easily to war. The only problem is by appeasement they gave Hitler gave a madman encouragement to go forth with his plans.
