I am trying to make poker chip racks from old playing cards that are too bent to play with.
So, what adhesives would work?
After the inlays are done, I figure I'll papier mache them to make them flat on the bottom...

I think you should soak the cards to get them wet, then wrap them around something and let them dry in the shape you want. When they're completely dry, coat them with wallpaper paste, white glue mixed 1:3 with water, or decoupage medium, then let them dry again. Glue flat cards or cardboard to the bottom to make a flat surface.

I'm not sure what to tell you. Is the plastic coating still on the cards? I've never heard of a project like this. Check out this glue site to see what they recommend.
