Is there electrical service to the area in question? If so that might be a strong factor in placing the light.

What type of lighting is it? Many above mirror setups in bathrooms are multiple bulb units or a floruesent. Most vanity type/ cosmetic type would be mounted relatively close to the mirror. Is there a medicine cabinet that the mirror resides in?

I always placed the light where you wouldn't get direct glare I would say slightly overhead, but a lot has to do with the type of lighting. There is incandescent,fluorescent,diffused,direct frosted, etc etc.,so it boils down to personal preference. I would choose the lighting and have the electrician install it to your preference it can be moved later if your not satisfied

You hang it at whatever height is best for you to see yourself in the best light. There is no hard and fast rule.
