We have replaced many of our bulbs with low watt bulbs. Two of the outdoor bulbs flicker regularly, even when they are not turned on. Why?

fume_drummer is particially right.

A short circuit would trip the circuit breaker or blow a fuse.

It could be a defective switch. the electricity may be arcing across the switch contacts causing the lights to flicker (voltage is not high enough to keep the lit).

This could cause a fire in the switch which can spread into the walls.

Try replacing the switch first.

If this does not fix the flickering call an electrician.

Sounds to me like you have a short-circuit somewhere... most likely at the switch. Or, if your outdoor lights come on automatically when it gets dark, the sensors may need to be cleaned.

Having low-wattage bulbs has nothing to do with the flickering.

It's a good idea to tend to this issue ASAP because a short-circuit could start a fire.

It sounds like a wiring problem. The lights shouldn't flicker when they are not turned on. Have an electrician look at it.
