It depends on the system.

If your Uncle has IP cameras then yes they can be viewed from anywhere. He either needs public IP's for them of he needs to port forward his router to the camera or cameras.. they can be set to different ports for viewing. (The instructions with them tell you how or visit the manufacturers website.)

If he has a conventional analog CCTV system he will need to add some network interface equipment in order to view them.The interface has to convert the video from them to digital and make it available on an ethernet line.
