Use IrfanView.

Make sure to grab the plug-ins as well if you have some obscure formats.

After install, open the image using the program, then File, Save As (or just hit S). When the box pops up, select where you want to save the new file, and change the 'Save as type' box to whatever format you want the new file in.

Done.

I have been using IrfanView for about 6-7 years, nothing holds a candle to it's speed when it comes to viewing pictures or doing simple functions with them like this.

Also, depending on what format you are converting to, you may end up with a worse looking picture afterwards, so make sure to keep your original around if you will need it for future use.

There are 2 basic methods to change file formats:
1. Use a program that can open the file, then save it to a new file type. Fairly good, but labor intensive.

2. Use a convertor program. I use some that can process whole folders of files quickly and automatically, renaming the images as well.

You need to match up the progam to the file types you are working with (jpeg, TIFF, RAW, etc)

Open in Paint or Microsoft Picture Editor and click File/Save As and select the desired format.

When you open the image you can use the save as option and then choose the type of format you wish to save it as.
That's it.

Well, the easiest way is to open it with Paint and choose File\save as, in the 'file type rectangle' in the bottom choose which type you want.

Well, if you need it to be jpg, you can upload it to photobucket or flickr and it will automatically change it for you.
