It is due to centrifugal force [due to rotation] which causes the apparent flattening of the disc in the eguatorial region of the sun. It is also the same for the Earth.

during the Evening and the morning the sun rays of the upper part goes through much more Refraction than the lower part.When thus we see it it appears a bit flattened.

If you mean as we see it from here, then it's because we our eyes can't determine enough definition from it to give it a 3D form (no shadows, etc).
