It doesn't annoy me, I find it useful. Officially it means that something has been taken out, so you'd stick in three dots if you were shortening a quotation.
However, I use it to tail off what I'm saying, to give the reader a second to think, perhaps when I've made a feeble joke and I don't want to litter it with an exclamation mark.

I do it because I am thinking that time and want to show how I write the answer
I do it to show that how much time it took and if its in end them it means I want to say more but can't find words or it is enough for now but could be more

I do it when I am wanting to show I am going off on a tangent or when I am only somewhat completing my thoughts. I know better but it is a bad habit and...well...I am ok with it. Now, if I start to do this when writing articles or formal letters, I will rethink my practice of the "..." ;) Yes, I'm an ellipsis addict.

'...' or 'elipses' or used to indicate that speech has trailed off in fiction or to indicate an omission in a quotation. It's a valid punctuation mark in the english language.
I suppose it's the same with any punctuation, it annoys some people if it's used incorrectly. the bane of my existance is multiple exclamation marks!!!!!!!!

I do it too. My English is iffy, but not because of that. I usually do it to emphasise that more could be said and I'm leaving it to the imagination, or similar reasons...

Leave to your imagination, you get the drift, etc it can mean all sorts, it depends on the context.
