On Age of Empires II (Conquerors) what do the team numbers mean?

I know that - means enemy, and 1 means ally. But what does 2, 3 and 4 mean on the team number option, when you start a new game.

I believe that's the multiplayer option where you choose how many teams you're gonna be playing against. In singleplayer skirmish mode, a computer AI plays up to 7 teams against your 1 team, you can also chose whether any one of those AI controlled teams are gonna be enemies or allies by assigning team colors and using the diplomacy option.
