I think someone has to report it, that you need help/assistance and can't get it. Or you might have to hire one. Either answer might be right.

Why would you want this? My sister investegates fraud in the welfare system, she told me how so many people are so lazy, they spend more time trying to get into the system then working.

Now, what would be your excuse for not wanting to work. I am totally handicaped and cannot work. Have you ever lived on Social Security pay? it's less them subsistance. Both my wife and I collect our Social security. I can't afford the medications I need for my heart, and, contrary to past belief, they do not pay for everything, only what they think you need, this is close to life threatening before they sign the bill.
We have to watch every penney we spend and make sure it's "need" and not "want"
We used our savings to help two kids through rough divorces rather then see them go down, now we're all broke.

It's not easy my friend, but, if you really need it. Go to the nearest office and file for help, you'll have a four hour period of filling out papers and your life away. Bring your birth certificate, any marraige license or divorce decree, all birth certificates for kids and all school records, your drivers license and all social security cards, in all actuality, your entire life as it were on paper and hope for the best.
By the way, it includes all bills with copies of rent or utilities and bank statments, even if you don't have any you have to have a statment saying you don't have any. Get a letter from the bank you deal with, all former pay stubs.

After about seven to ten days they'll call you and tell you if everythings ok and it'll take anothe few days to get anything , if you do.
Usually there's lot's of questions to answer and it takes another seven to ten days, then they ask more questions.
If your extreamely lucky, you'll get something within a few days from here, if you have kids, it's a little quicker. It doesn't matter if you threaten or beg, they'll just tell you where the food shelves are or, the waiting rooms for the ER. You won't win.

somebody has to report that you are being abused or somehow neglected by your parents; a court or something like the Department of Families or the department of Children's Services decids if the problem is serious, and if the problem will be helped by assigning you a social worker.

You could call them and ask, i guess, but that is not how it usually happens.
