Is threadlocker a must have for rearsets? Or is it ok to just tighten the bolts solidly? I've heard many stories about people losing shifter/brake levers.

Also, when I put the rearsets on the there was nowhere to hook up the cable that activates the brake light for the rear brake. Is it worth it to take the cable off or should i just zip tie it somewhere for now? and where is a good place to zip tie it?

It depends:

on the bike - how much does it vibrate ?
on the metals and bolts involved:

If you can put a locknut (or the old fashioned spring washer under an ordinary nut, then - fine.

If you're putting a bolt into threaded lightweight alloy, then threadlock is good, unless you know the torque for the bolts and have a decent torque wrench so you can do them up tight enough - and no more.

If your rear brake light switch isn't working I'd advise you to be very careful riding it on the road 'till you get it sorted - you're likely to get a car up your a** - remember to use the front brake-light switch in the mean time.

If it is working, cable-tie the cable anywhere you can that:

a) doesn't move with the rear suspension or any other moving parts.
b) doesn't get too hot - not the exhaust or its brackets.

Buy yourself some threadlocker. It will not only give you peace of mind when riding but it saves timely repairs on your bike.
If you overtighten your bolts, screws and nuts too many times, somethings got to give and its usually the alloy thread you are screwing into!
This requires drilling out and replacing the thread with a helicoil. (not cheap)
Your cable option I would look for a cable holder that is small enough and tap it from the backside of you rear sets and then attach your cable to it!

With a bottle of Lock-tite so cheap, I'd say it's cheap insurance to the point that is it worth possibly risking your life to save a few bucks?
As far as the brake light cable, anywhere you could drill a small (such as a #40 or 30) hole the has the proper angle?
