I didn't work out the connections, but yes, they definitely are related, to approximately the extent you suggest. I think almost everyone comits incest on "some level" if you think about it, we are all arguably related.
But notice than incest, at even closer levels is very common, especially among pureblood families, otherwise, how could they remain pureblood? Basically if you don't want to marry someone your'e distantly related to, you better marry a muggle, mudblood or someone else.
In fact the only main families the Blacks don't seem to be related to are the Snape/Prince families and the Dumbledore families (they're distantly related to the Guants, and somewhat closely related to the Potters, Weasleys, Yaxleys, Lupins, Longbottoms, and Crouches).
Another famous example of incest: both of Sirius Black's (the contemporary Sirius Black, that is, Harry's godfather, since there are so many over the years) parents have the last name Black. If you want the details, I believe Orion Black and Wallburga black were third cousins and they were the parents of Sirius and Regulus.
Maybe the moral of the story is that's it bad to be pureblooded, though Harry isn't even a pureblood, and the Weasleys could care less. But yes, the Wizarding community is a small one (you can tell by the number of students enrolled in Hogwarts).
Or as my brother suggests, would you rather have Harry marry Ginny, or Ron marry Ginny? But never mind that ;)

umm, yes Sirius is Harry's Godfather..not father, but they do comment that most wizards/witches marry 2nd and 3rd cousins, but even marrying your 2nd cousin isn't considered incest. Many small communities, religious or otherwise isolated condone the marriage of 2nd cousins, sometimes even cousins, although physically that is frowned upen due to the possibility of birth defects occuring from blood relatives having kids. but apart from anything else, it's just a story after all!

First of all, being a cousin of someone does not mean you are related to all of his cousins. I'll try to explain, my mother has a brother, his daughter Tonia is my first cousin. Tonia has a cousin from the side of her mother, Eri. I am not related to Eri at all, although Tonia is my cousin as well as her cousin.
Secondly, distant relatives can get married, no problem, the ban of marriage only applies up to second cousins, which Harry and Ginny clearly are not, because in order to be so closely related, their grandparents should have been siblings, which is not the case.

Yes, you're kinda right. But in the family tree, they're quite far. As long as they're not cousins or siblings, it should be fine. They're not directly linked.
I don't think this is the family tree you were talking about(it doesn't contain sirius black). But, it shows most of the weaslys.
