The internet in not owned by anyone.

So let me explain to you.

install apache server at your computer, and then put a full site in the www directory.

and give your IP address to people, and they will be able to see your site. so its totally free, but in this case people have to remember your IP to reach your site.

in other words, site name is free if you want to use your IP address as a site name, and the domain name is just replacement for the IP address, so people would remember it.

And the other thing is the space, if you have the site on your computer then you are using your HD as a web space and that is free for you, but you cant do that because you need to keep your comp online all the time, so the replacement for this is buying a web space.

In other words internet is FREE, but you pay people to rent you stuff because you dont know how to do them your self.

REGARDS

You can make free webpages at www.freewebs.com and a few more similar service providers. You need to pay for domain registration (like www.yourname.com where yourname is your name), for servers and other services.

The earth is owned by the whole mankind but that doesn't prevent you from charging others for your services!

The internet is a series of large computers owned by companies. They rent the space out and a huge industry of service suppliers use this rented space. Lots of free areas for web design and blogs.

Because nothing in life is free.

You have to buy a domain name for your website and pay a company to store your website on their servers, unless you have your own. Other than that its not so bad.

If you have the knowledge and expertise to do it without help you do not need to pay for it. A webmaster has that knowledge.
