You can prevant an earthquick by cooling the earth's corr to below the melting point of the rock. When you have solidified the core then there will never be another earthquick.

Lots and lots of duct tape to hold the two sides of the fault together......

No seriously, tectonics is too great a force for humans to intervene. We do not have the power or the knowledge.

We can only predict and encourage people to live in safer areas.
