No, because he isn't breaking any law. And no, it's not against the law to assist a criminal. It's against the law to assist someone in the commission of a crime. Not the same thing.
If the city is issuing it's own ID cards, unless there is some state law that prohibits the city from doing so (and nobody has cited one yet), then what he is doing is not illegal.
And it's not a federal issue, so it would be entirely up to the state. The remedy, if he were breaking some state law, would be the state Attorney General filing a lawsuit and requesting the court to issue an injunction ordering him to stop.
As far as the local cops, they are NOT ALLOWED to arrest people for violation of federal immigration laws. That's right in the text of the federal immigration laws.
If you want to change the laws to make this illegal, or to allow local cops to enforce federal laws, those changes could be made. But they haven't been made yet.

As far as the Police, if the local government has passed legislation that prohibits them from asking citizenship of a person, their hands have been tied and your city council and mayor did the tying. To remove the mayor and any councilman that did not vocally and fervently oppose that action, make sure you vote them out and campaign for a candidate that wants to ensure that our laws are enforced. Your citizens voted the guy in, they need to vote him out. Most government entities have petition requirements and special election procedures to impeach a sitting official and they vary widely. Google your city and look up the city charter or go to the city clerks office and ask for a copy of the city charter and you'll find a wealth of information.

I agree with you. They need to be deporting them instead of giving them ID. That mayor needs to be put in jail, by what authority does he have to give them all a ID, none, that is what. Maybe we all need to get together and have all them deported and ship to his town and state. Let him feed all 20 million. If Governor and State Attorney General does nothing, try FBI, I have in the past known them to take down a mayor, police force and everyone involved. A town in Texas, called Patton Village.
