It depends on the type of crimes and the part of Sydney and Melbourne.
Generally Melbourne and Sydney have much the same crime rates.
You should base your choise on opportunity and lifestyles.
For standard life with low costs you will be most likely pushed into the outer suburbs where cheaper rent prices generally bring lower class citizens and a higher crime rate.

Crime rates in Australia are generally low. There is little difference between any of the State capital cities. Sydney's weather is better than Melbourne's.

Sounds like you want a perfect world.
I have lived in a few suburbs of Sydney (Cabramatta, Bankstown & Liverpool), all were very nice and quiet, nice warm weather. Not much but shopping centers there though.
For more job facilities, you may want to go to the 'city', central Sydney, where housing/rent is of course more expensive, not too much of a 'standard life with low cost' that you want. You have to give or take, just can't have it all, buddy.

I couldn't tell you the exact crime rates- however I have found that there is more 'petty' crime in Sydney, such as theift and car jacking, it's more in the open, but not as detrimental.
However in Melbourne, you have all the gangland murders and underground stuff, stuch as drug trafficing and homocides. I think it depends where in Melbourne or Sydney you are going to live.
Interesting fact: Adelaide city had the most homicides per capita than any other city in the world!
