Taking 10 wickets is the pinnacle. Nobody can break that record. Only Jim Laker and Anil Kumble have done it in Tests. While Laker took 10/53, Kumble's figures were 10/74. So, the less runs you give, the better figures you have. If you take 10 wickets and concede less than 53, you will seem to have "bettered" the record.

Getting ten wickets in an innings requires a very specific combination of factors, and hence doesn't come along very often. It's almost impossible for a fast bowler to achieve it since he usually can't fit enough overs in to do it - Hadlee took nine once, but it was spread over two days which gave him the opportunity to bowl a longer 'spell' than usual.
Other required factors are the other bowlers performing poorly or bowling defensively - in Kumble's case the other bowlers deliberately bowled to NOT get a wicket as he approached the milestone - and a healthy slice of luck.
In my opinion if anyone can achieve it, it will be a spinner again (as with Laker and Kumble) and the only player capable in the modern game would be Murali.

did Anil break anyones record? Jim Laker is the 1st bowler who took 10 wickets in test cricket. Now anil is sharing the record. But Laker took 19 wickets in that test. Is it possible to break this record by taking 20 wickets in 1 test for Anil?

Kumble took 10 wickets but still it is not the best bowling analysis.
Jim Laker who also took 10 wickets gave less runs.
In terms of number of wickets obviously nobody can break his record but others can take 10 wickets for less runs.
Or they can take 10 wickets more than one time.
Or they can take all 20 wickets in a match.

Since such an achievement can happen only once in a blue moon it is very difficult for any bnowler to achieve that feat. However, since cricket is a game of uncertainties, nothing can be predicted for sure.
