can you get permanent residence if you win the lotto in Australia??? when you are already living there under a student visa

Getting a permanent residency in a certain country is a governed by their law and I don't think that winning the lotto is included in it.

if you have virtulaly unlimited funds i am sure much is possible in this area . although unless you are an australian national which clearly you are not if you are asking this question you may find that you have to leave the country on occassion . anyway if you have won the lotto this is the last of your concernes , go see the world !
